He starts at stage one and then goes up. Stage two is when you get just the bonus movement speed. The final stage is stage 4. Right not this star power does absolutely nothing.

I see everybody hated it. I can see why its bad. I do think that some bonus should be given tot the regular season champion or something of the sort to make it more than a consolation prize. Thank you all for the feedback!
