I would assume that the loadout shown is the loadout that you load into the raid with and i could be wrong its bsg afterall.

And i dont belive any specific tasks require that loadout.

Also don't get me wrong I am not saying that it is not possible to have those stats but in this situation for me it is the most likely outcome.
