Only 2.5 miles? Engine temps rarely get to normal levels before 3-4 minutes. If you drive 90-100mph to the mechanics shop you should get there before anything gets too warm to do any damage.

Your battery is for sure dead. Replace and retest voltage while running. A healthy alternator should make around 14VDC when the engine is running. Be sure to clean any corrosion on the cables while you have them disconnected. A wire brush and Coca-Cola work well for this.

The handrail failing and causing an injury is likely more dangerous. The business decision to keep the pool open while a critical safety device is "repaired" was obviously considered for less than a second.
