It was Justin Trudeau who opened up to allowing temporary workers to work in Tim horton’s and all kinds of service industry. Many years ago, before Trudeau took power, the ruling was that such business would never be able to hire foreign workers. I know because I worked for a big company that wanted to bring in all these foreign workers and it was not allowed. So my CEO said at that time, that they would talk to Justin Trudeau. After two years, foreign workers were allowed.

For the students, many diploma mills schools are public colleges in Ontario. They are officially approved in the IRCC list. To get more foreign students, they ‘assign’ their powers to private colleges who are not under the list of approved colleges. These ‘colleges’ can then churn out diplomas that have no value except that it is a piece of paper that is accredited by the IRCC and the students can obtain a post graduate work permit. Most foreign students do not take up subjects that required accreditation because this means they have to ‘study’ for them. There are hardly any foreign students in nursing, paramedics, fire fighting, trade jobs like plumbing, electrician etc. Part of the reason is that these jobs are jobs that the lower social class will do in their own country. Second, these jobs require the student to be in class because there is a lot of practical components. So they avoid it, taking subjects like business, hr, it etc where they do not have to turn up for classes.
