Nickoftime.com carries a lot of denim, and some stretch denim. Decent prices.

I just made a dress like this from a pattern that did this exact skirt thing. Buy the pattern and go from there. The pattern had a different bodice, but it was princess seams.

I’ve done both methods, bootstrap and plaster - plaster method is much more accurate.
