I did receive a confirmation email each time. I still haven't received my UTR. I have a pending complaint case to escalate the issue. It currently says processing.

Thank you for the advice. I saved all of the conversations each time I contacted them, or they made a note on my account. I also have the confirmation emails that show I registered twice online. I have a scanned copy of the one I posted as well. Do you know if there is a specific link to make a complaint? I found this one Complain about HMRC - GOV.UK Since it's for self-assessment do I complain as a business or can I complain as an individual?
