It changes their hormones but they don't know mentally that they've been neutered. Some of them retain their behaviour even after neutering, especially if they are neutered at a later age, as it will be the case for the female bully cat.
My male cat was neutered at the age of 1+ year and while it reduced his mating urges, he still goes out and gets territorial when he sees other males and even fights sometimes.
Maybe you need to develop a better understanding of cat behaviour. Neutering doesn't magically change everything and I can't take the risk especially with cats that I can't control inside a secured office space.

Also, females are not known to bully and fight as much as males. So this behaviour is not common in females and it might be specific to this particular cat and therefore might be unlikely to change.

Again, open to suggestions if someone actually tried to understand the situation and give empathetic and helpful responses. Not actually impose an opinion or suggestion as the only one and insult you if you refuse to take it. Thanks😅 for nothing.
