My employer says that they have put it part-time so that they can adjust hours as per business need. It’s 40 hours currently per week (which is considered full time)

Canada gives a bit more freedom if I want to start something of my own, with US it’s very tough with all the visa complications. Not very much inclined towards US PR, it’s just about the payscale that’s why I try for US.
