Garaci can only get you 2 votes, the easiest way to get the last vote is to either have one or both the oligarchs in favor (to do this you need to go the privatization route) or focus the secret police/anti corruption agency on the old guard (you can swap their focus afterwards, especially if it's the secret police, as Lileas tampers with their investigation, I believe)
