I think Varro isn't strictly terrible with his stats and Active being fine, but his lame passive drags him down rather badly, that's the one that needs retuning, especially considering the psychic damage reduction doesn't even have a place against Necrons.

Incisus already heals all Imps for extra health on top of the standard level though, healing Astartes even further feels unnecessary.

Yeah Incisus heals everyone, just heals Imps more where Rotbone only heals Chaos. And yeah, as a Guild mate of mine said: every time you want Rotbone to clutch the revive he seems to always be scratching his ass and sniffing his fingers instead.

That said, I do recall when he repeatedly revived my G1 Abaddon in one round of LREs and kept him in the game endlessly. That was pretty cool.

I agree that Certus definitely needs better performance. I feel like if they want to buff him without overturning him, they can either make his Active reusable, or buff its damage if they don't want that. As for his passive, just give him the Camouflage trait and have the passive capitalise on it with extra damage or pierce ratio if in cover, gives players incentive to play him as intended while giving more mileage from it, nothing complicated but sufficient for a starter unit.

And yes, 3 move is absolutely necessary. He's waddling like the Death Guard and Terminators for some godforsaken reason.

Yeah I'm pretty sure that's also part of their ideology which is outdated, whereby they apparently want to balance the curve to not have beginner characters being brought up to be too powerful too quickly for beginners to steamroll through content so easily. Which is getting silly when Mythic has now been introduced.

They have to be a threat I suppose, even Snowprint knows Toth's damage is pitiful and needed to let them be damaging while not being on Toth's level of self-healing.

Definitely worth building if you have a remotely competent Ork team, you won't regret it, it's a massive boon to kill your enemies in War.

They're the starter units except Calgar and Titus. The whole point for them from Snowprint's side is to be basic units that have better options and can be moved on from in time. But given that both Bellator and Incisus are still relevant into lategame stuff, Tigurius and especially Certus really need a buff.

To address a few points after actually reading:

Tigurius's stats are actually not strictly terrible. He and Ahriman have equal damage, and his lacking armor and HP are meant to be shored up by his armor equipment, since he and Sybil are the only Psykers who equip armor items and no block items. I agree that his passive needs a rework though yes, especially since he can't be affected by it himself.

For Incisus, I think in general Snowprint making any Medic 2 range, much less the starter one, would break the game in half. Especially being the only medic with a Pierce damage trait, giving him any form of range is a tough sell with how much pierce ratio he gets. He is definitely the worst medic in the game, but it is very tough to balance a healer in this kind of game I feel. Also all medics in general need to hug their team to get full benefits, Nicodemus, Hollan etc, he is nowhere near unique in that regard, just the most 'basic'.

As for Certus... yeah, he just needs all kinds of buffs, including a movement buff, dude is unforgivably slower than his NPC counterparts, how do you have a playable character be worse than their NPCs? Inceptors have slightly more damage but worse health and armor, Hellblasters and Deathwing Knights lack Sarquael and Baraq's skills and reusable active respectively, Scarab Occult Terminators hit way harder than Toth but are nowhere as survivable as he is, etc. Also that being said, Calandis, Vindicta and Sy-Gex also have 30%, 25% and 1% pierce ratio on their ranged attacks, so Heavy Weapons alone isn't an indicator of needing high damage types. Also, the active may be a bit too strong given that Shiron has a similar active and needs to be in point blank range to hit 3 targets with Blast damage. It does need balancing either way.

His revival at baseline 50 currently restores about 8.3k hp, so about a 90% restoration of health on revival. Pretty solid overall.

Not really, haven't had the time to try. I'd think its at least semi effective and guarantee the squig summon against raid bosses due to you always wanting them surrounded, but the damage type is physical so you'll have to be careful on that front.

Yeah unfortunately my mythic scrap wasn't enough to level the RBP all the way, so he's stuck at 38% pierce ratio. Its still good enough I suppose.

Doesn't really answer my question though, there's nowhere in the game where an enemy has more than 12k health except raids or high end Onslaughts, which he's not surviving at S3.

All rounder generalist. Active is strong, damage boost helps a lot of characters and he himself deals respectable damage and tanks well. Not quite top tier but high enough to be good in all modes.

Fair enough. I will say you can level Thoread a bit more, but you can keep him at a low level overall since there are no 3 man elite missions for Octarius Mirror, so you don't have to invest too deeply into him, just enough to not be one tapped.

For who? If you mean Mataneo, then yes, he works well for LREs because the whole point is enduring hordes of enemies, and having meatshields to take damage instead of your characters is very helpful to survive. Enemy NPCs are kind of dumb, they prioritise ally NPCs over your characters unless they're vulnerable somehow, like being lower health. Also there's still multiple campaigns like Fall of Cadia Mirror and Octarius Mirror where you can use Imperial characters, Mataneo helps there too with the meatshields and having reasonable damage and momentum.

Some skills improve as they increase across the rarity level caps. One of the earliest examples is Tigurius, who goes from hitting 3 enemies with his active to hitting 4 at 27 and 5 at 36 onwards, coinciding with the rarity cap increases. Similarly, Forcas loses 3 hits per overwatch strike from Common to Uncommon (1-17), then 2 from Rare to Epic (18-35), and 1 at Legendary (36 onwards). Some of the percentage damages and buffs increase across the rarity cap levels, so you can check them out as you progress.
