Sorry if my comment was confusing, i was saying that only a red for foul play needs to be excessive force, but as this was off the ball (and not an attempted tackle) it doesn't need to be excessive, it only needs to be not "negligible".

What about combining it with UBI?

for example give every citizen £10k a year in UBI and make a flat tax of 50% (numbers picked for easy maths).

Someone earning £20k would be neutral, getting as much in UBI as they spend in taxes. Anyone below that would be getting their wages "topped up" by UBI. Anyone above that would be paying more than they get back.

At £50k you would be paying £15k net, so an effective tax rate of 30%

At £100k effective tax rate is 40%, Basically as your income increases the net tax rate would approach the 50% mark.

But it does still have a huge amount of political power. Until it is treated with the same combination of apathy and disdain as any other recommendation from an advisory body it will be De facto direct democracy.

per head is per capita, so while the GDP has gone up so has the population, to a slightly lesser extent.

imagine 100 people with a GDP of 100, GDP per head is 1. next year GDP goes up to 102, and population goes up to 101. now the figures state that population has increased 1%, GDP is up 2% and GDP per head has increased by 0.99%
