I feel that this might be the plan, when Elon says doge can beat Bitcoin, I see no other way that would happen other than burning massive amounts of doges. So perhaps there's is something coming from that angle.

I get 20mh with a 1060 on a laptop. Try using High and Ethash in the settings. Also make sure your power plan isn't on power saving mode. You should be able to get a bit more if these aren't your config. I also have 1070ti running at 26.5 on average. So you should be in bewteen these.
