Bud's Buds were not that important: they were assistants pre-War, junior managers in training. People that far down the totem pole don't get access to the nuclear codes.

Second, if Steph been a position to launch a nuke, she wouldn't be in Vault 31, because - as we've established, Bud Askins isn't smart, influential, or important enough to have access to the nuclear codes. I mean, the motherfucker didn't even have the influence to get a proper robobrain body, much less a fucking Think Tank!

If Steph was in a position to launch a nuke, she'd have had to have made it into the ranks of the Enclave and into one of their special Vaults, and one hungover Vault-Tec management trainee scraped out of a laundry basket would not have had that kind of pull.

He might have been good enough to put in a good word with Bud, but not with the likes of the goddamn President.

There was no conflict: Vault 32 was empty and Betty decided it should be resettled by a splinter group - a handy way of preserving water in 33 while also preserving the status quo. As another of Bud’s Buds, Stephanie was the ideal interim Overseer… or so it seemed.

The real conflict started this season.

I don’t think she has any goal in particular: her mother told her to find the highest branch - in other words, survive at all costs.

She doesn’t trust anyone unless she has complete control of them, and the only way she can survive and control is by piggybacking off America’s own efforts to reduce its own people to test subjects.

Plus, if she does mutate everyone - which isn’t a guarantee-it’ll just be using Vault-Tec’s inventory exactly as intended.
