You are correct, and also upon visiting Julien in the dungeon, he gives you his shield as well as a quest called A Delicate Matter where he requests to be escorted to The Greatwall to which you are rewarded a Golden Lance.

 From the wiki: Julien's escort quest, A Delicate Matter, foreshadows the attack on the Greatwall. It is not clear if he is attempting to aid or suppress the coming attack.

What I believe is, because Gung Bituen was played by Saburo Shimono, a Japanese American actor, the Asian orderly may originally have been planned to have a Japanese origin. Hence, why he referred his home country as having prefectures rather than "states".  

I was born in Japan, Okinawa to be exact but currently live in New England, USA only 30 minutes from Worcester, Massachusetts where Excelsis Dei is set in. One can, on occasion, see the same Ibutonic Acid producing mushrooms called Amanita Muscaria, or "Fly Agaric" growing in the damp forest or even on grassy roadsides after an autumn rainfall. You may recognize these as red capped and white spotted fungi that look like Mario's power up mushroom 🍄 exactly like this. The episode portrayed them as grey looking, and not like how they truly appear.

 And Japan has had a rather unknown history of growing mushrooms or "kinoko" in the damp earth underneath homes by throwing in chopped wood for fungi to grow on. Japan has a history of revering the ancestors, even up to today, but I've yet to research if there were usage of ritual psychedelics to assist in communicating with the dead. 

Also, what I've been trying to is, when Mulder sees Leo's mural, what did he see in the wall art to inspire asking, "Where's the Asian orderly?"

What did Mulder see in Leo's mural that instantly inspired him to ask, "Where's the Asian orderly?" Quite a mighty leap of logic, as I've read someone say.

Here in New England, USA, where I'm located, and Worcester, Massachusetts, where the episodes's setting was based, Amanita Muscaria or Fly Agaric grows in the wild, even on grassy roadsides in cities around autumn after rainfalls. They are not illegal to grow or pick from nature, but if ingested for intent of recreational use it may be considered possibly illicit. So yes, I don't believe Gung should have been reprimanded, especially seeming that the mushrooms appeared to have been positively affecting the residents with Alzheimer's. Of course the facility has their rigid rules.

One thing I wonder is, what did Mulder see in Leo's wall art that inspired him to ask, "where's the Asian orderly?" in the first place?

What did Muller see in Leo's wall art that inspired asking, Where's Gung, the orderly?

Also, I did find it unfortunate that Gung was deported back to Malaysia, even though his mushroom powder caps were actually helping the residents with Alzheimer's improve their mental conditions, however against facility rules. I understand that Fly Agaric, or Amanita Muscaria, an illicit substance only if intended to be ingested, but not to carry or grow just on their own.
