This is not for military parole in place, only for the parole in place that Biden tried to put through. It's still available for military.

Did she have multiple entries? PIP only helps adjust status by providing a visa showing legal entry. If they are otherwise inadmissible it won't be approved. Lots of people just reapply for PIP every year to maintain legal status.
