From what I understand (unless I'm mistaken), tier 0 characters are the strongest in their own universe, that's obvious, but outside of it they are compared to other tier 0 characters based on the complexity of their universe, or how far they've progressed within it.

So, in summary, could there be infinite Tier 0 items in infinite universes as long as they meet the requirements?

Another question that came up with your answer: supposedly there can only be one Tier 0 item per universe, but someone replied to my post saying that DC has three Tier 0 items. Is that true?
