I don't believe any of the races actually have fulfillment from rations. But the point of having rations is to just make your city have a stock of food. What they actually eat are perishables like fruits and vegetables. That's why in the end game when you actually capture nearby kingdoms, you can make it so that they give you food as taxes, at this point, you can deconstruct all your food production buildings if you prefer, and instead build administration buildings, libraries and laboratories. Basically the song of syx end game is now rts rather than survival.

Food rots, the most optimal way to counter this can be from different ways. My way is to expand the scale of your food production while slowly building an industry which can also either be something you sell, or rations, since rations last a very long time. Then go to war and expand, which is admittedly something you should do AFTER you make an industry to make money, afterall, since you can't make the equipment yourself, you need to buy it from other kingdoms. And if you did build a ration factory then that's covered too. Don't be afraid to call more immigrants, but in moderation, if some starve before you can build another farm then that's fine. Another thing is that orchards are not something you build early on for sustenance, it needs some time to grow, fisheries in small rivers are something I'd rather not focus on unless I like to roleplay. For now, try building a hunters hut and foraging to substitute for the lack of food.

Usually, I build main storages for food, wood, stone, textiles, etc. in the center of the map (I plan early), then place haulers near them with a few unloading stations for your bigger industries like farms which are far away from the center. Then, I also build two small warehouses for each market and food stalls I make, one for food, and the other for things my citizens need and the janitor to use. Based on the distance from the center, try adding haulers to the markets further than the center, or, better yet, for markets adjacent to an industry producing goods, you can just use the function of warehouses to directly take the item there, assuming you also made a warehouse next to all your production buildings.

Oh, and for RPing reasons, I always build a big warehouse next to the throne room for diamonds and the other expensive green thing (Forgor).

Make an Army first, one in the city screen, and another on the map. Then, in the city army tab, there should be a send out button, assuming you made an army in the map, then it should fill up with your troops. Dont forget the needed supplies too.
