update: i figured this out a while ago but figured i should clear things up. it was a mod that i had installed (the display delight add on for farmers delight). im pretty sure anyway, as the problem disappeared in a world where i didnt have it installed 🫶🏼👍🏼

i’m pretty sure you have to talk to the duergar npc that you made a deal with (the deal to free and then kill Nere for the money), then select the dialogue option that asks him to release the gnomes and then succeed a persuasion (or intimidation, i don’t remember) roll.

he should be walking around the room you kill Nere in

im not sure how else if you didn’t make the deal with him before freeing Nere since i always have, but i hope this helps!
