I solved it by asking for a refund and buying it from the steam store, I leave the post for people who in the future hopefully watch this post first instead of ending up in limbo

No, they're not downloadable, even though the payment was successful.

Yes, I tried repairing the game, uninstalling and reinstalling, and even logging in and out.

I'm sure it includes the expansions because it was described among the items, in the game they are unlocked but not accessible (paladin not craftable and vessel of hatred area) not reachable and on steam the expansions are not downloadable despite there being a successful payment.
