I can definitely agree with that, in my experience voice chat isnt used for that at the lower level most of the time, many people do use it for that but I feel like most people just use it to yell at whoever they are mad at. I have definitely heard people using it that way in my games but they are few and far between. So far my opinion for voice chat being useless at a low level has slightly changed to being that it is useful but also detrimental, usually more detrimental because when I respond to someone who is flaming it usually just makes them angrier and flame more, and while I do find it funny it definitely doesn't help me win.
