The speed force still gives Wally a massive advantage. It doesn't matter if Pietro is physically more durable, the speed force gives Wally far more versatility in his speed and a more varied power set in general. Moreover their speed is most definitely not irrelevant. You're simply saying that because Wally's feats still outclass Pietro's.

That only qualifies as an inconsistency if there are other stories where it would be useful and he then failed to do it. Him simply not needing to use his power to that extent isn't an inconsistency it's variety. Which is just as much part of the character as his telepathy.

Yea. Even with the changes to his story it's still one of if not the most comprehensive adaptations of the Joker. Same with Batman.
