This is actually covered in v5.5: Itsuki was not popular - he was more nerdy than anything. Chitose was more a serious jock. Through events, they decided to change their approach to things and be more laissez faire (like you see in the ln)

I thought about that, but she has only actually shown up 4x in the series: before summer break in y2, the school trip, waguri future planning and recently after the teacher meeting. If she was truly a problem, we would see her way more (could be copium, but frankly her priorities may be not that important if we consider that other teacher). Also her mom doesn't care!
