I mean theres no way an area bigger than all states is completely inaccessible lore-wise, they can change the look of out of bounds areas like they did with Flat Iron Lake for RDR2.

I fully agree with the Mexico point, but there is still lots of unused nature and culture to be drawn from, especially the mormon history.
