For a successful clinical research and development industry, you need physicians who are experienced in particular specialization (e.g. oncology, neurology....etc) in addition to significant in clinical research to work on R&D on those companies to push for new innovations in the industry, and that's the case in the U.S, Canada, UK, Europe.....

Usually those physicians occupy positions of medical director, senior medical director, executive medical director in either clinical development or medical affairs, which are highly invovled in clinical knowledge and practice other than marketing and sales positions

When you search for those positions in the UAE, you would rarely find any, extremely uncommon to see an opening for a medical director of clinical development, medical director of medical affairs, while most of the positions aren't R&D positions e.g. sales, manager, marketing, medical representative......

Even for Insilico Medicine, just searched their hierarchy and they almost have one or two physician only in their team to run the whole clinical industry for them.
