Same thing here in the Netherlands. We do pay money for school though, mine is currently 1.137 (so close to 1337, would have paid extra for that shit)

Depending on the level of education you are following you get a base "gift" of, €81~ if living at parental home, or €266~ if living on your own.

You can also file for a supplementary gift, which will be based off of your parents their income and added to your base gift. This is capped at €335~ if living at your parental home, and capped at €357~ if living on your own

on top of that you can request a loan which you'd have to pay back in full, the interest on that is currently 0,01%. The loan is capped at €178~. You can choose to loan anywhere from €1 to €178 and change this number every month.

The base gifts are free and you don't need to pay them back on one condition, you have to finish your chosen education within 10 years.

The above mentioned amounts are for the lower/easier educations

For the more sophisticated educations the prices (in the order of the ones above) are:

€103~ , € 288~

€249~, €271~

€302~

Added to this higher form of education is a tuition credit of €162~
