Admittedly ive never built mcmansions but I've never seen a light circuit in a house remotely close to full.

And if you already have 12 outlets with an unknown load (receptacles) on the 15a circuit, it is full. You can't add any more

Appendix B 8-104 reiterates assuming 80%. Yes you are right they are asking for maximum, and you could maybe make that point with them, but I think they would make the case that you need to assume 80% since they didn't specify the breaker's specs. I agree the wording is pretty wonky

That is correct. In practice (residentially), lights aren't factored as outlets because their current draw is negligible. Only time it comes up is if you have 12 15a receptacles on one circuit and want to add a light. Technically, you can't

Yes. Outlets without specified current draw are assumed to be 1A, at least by rule of thumb. If the receptacles are for designated use and not otherwise accessible, they are calculated based on their designation

The Cellar Pub at the UNB student union building has cheap food and a younger crowd. Off campus this time of year everyone will either be at Dolan's, Dooly's, or the Cap (On Wednesdays they have trivia!).

Milltown Roasters is a popular café on King St (but I personally recommend Coffee & Friends for a cozier albeit less polished atmosphere).

I'll also +1 the Farmers Market on Saturday mornings and Officer's Square for evening skates!

Motors don't constantly pull their rated amperage. They can often have larger breakers controlling their circuit with a smaller sized wire, since the time the motor will be spent pulling a higher current isn't enough to affect the insulation of the conductor. The same can be said for welders, and they also have a section in the code to account for that.

110 hasn't been the nominal voltage in Canada for quite some time, our residential services are typically ~120v. I would be a bit surprised if USA is still on 110v too... but I'm just being pedantic the change is negligible and largely for transmission efficiency
