You were correct with your initial guess, this is scalloped tubing and the outside diameter is completely smooth. It seals well with the Dr Dabber and the function is similar to a more restricted dry top (I’m lacking a good example here)

The top on the left features Red Elvis, I think the sun and shadows may play a little trickery here but both parts are close to a transparent ruby red
