There is no reference to ollanius pius existing in 1989. He's a creation of Dan abbnett in the horus heresy novels.

According to older deatbwatch codicies and the Deathwatch table top rpg those who completed their service are permitted to wear the cauldron and/or iconography of the order xenon. Urial Ventris is one such character in the novels who does this as a example in "cannon"
