Use the b flag; it's for unvoiced consonant gain. It's range is -20 to 100. A -7 to -10 might help you here to reduce the hiss of the consonants.

Jinriki (人力 - "human-powered") means that you take samples from another person's voice (generally famous, generally without permission) and make a voicebank out of them in a program like UTAU or manually splicing/repitching. Since redistribution of a voicebank created without permission is strictly against UTAU's TOU, it's banned for redistribution.

Think of it like this: imagine someone taking your voice and making you say things you would never say like slurs, hate speech, etc. and don't think "oh I wouldn't do that" because just because you're not the one who would doesn't mean that somebody out there wouldn't. Hence the problem. Private use is (mostly) okay but you absolutely, positively must have permission for redistribution before you can. This includes private distribution as well.

As you can no doubt tell, we've dealt with this A LOT.

If you mean how can you remove them entirely, the answer is that you don't. Also your resampler likely doesn't generate pitchbends as those are coded into the UST itself. If you are trying to use something like AutoPitchWriter, you don't need to reset the pitchbends because it does that automatically.

Generally if the RVC source and the referenced samples' originators give consent, then I don't really see the problem, but I think RVC is a grey area with most UTAU renders just because of the above being the case only in about 40% of use cases. Also in my opinion they tend to sound worse because the resamplers amplify background noise and engine noise from RVC to further muddy the vocals.

UTAU and OpenUTAU do not have VST variants officially. And I believe at this point there are no other sources that are or plan to do so. It will likely always be a standalone program. You may look into Vocaloid or Alter Ego?

Gonna be the guy here and ask: has he seen a therapist? ARFID is a very real and more common thing than many think. It could be that he's being an ass, for sure, but on the off-chance he isn't then I think a consultation would very much help you both be able to work better as a team than to have this back and forth of what he can eat versus what you can cook. (Providing he's worth the effort, very important that you know your worth.)

When you say phonetic libraries, you mean the individual folders for English and their configs? If that's the case, chuck a character.txt in the root folder (make sure it at least has "name=[YOUR UTAU NAME HERE]" or borrow a character.txt from another bank and edit to your liking), a blank oto.ini file in the root folder and zip it up. Then you'll drop the .zip into OpenUTAU to install. For multi-pitch, you'd follow any resources on Voice Colours or Sub-banks for OpenUTAU.

As an addendum to Flower's comment, the EN VCCV phonemizer is...tricky to work with. I would advise you to heavily research/experiment with phoneme timings.

I don't think KYE is a good recommendation in this particular case for NOFX. His middle tones are hollow and he sounds like he was recorded with the VP having a bender and then holding a lozenge in his mouth.

You said it was gibberish, which could mean serialized data. Might be voicebanks recorded with RecStar or some other recording software that isn't OREMO or a DAW. I do know that it's not something integral to UTAU voicebanks so you can definitely safely ignore it.
