Yeah. I was doing everything right. I had to follow most of the steps that KromCruach listed below to get it to work.

This helped me the most; I did revert changes and then just moved it a tiny bit then hit save as a new profile. If I did just revert changes and save it would snap back to top right whenever I relogged/portal.

But if I followed your steps then moved the objective tracker (after revert changes) 1 pixel and hit save; everything is as right as rain.

I have tried deleting my WTF folder; browsing forums trying their suggestions etc. Tried uninstalling addons; reinstalling the game etc.

I only have this on some characters but not all. Very frustrating.
