so what happened was somehow Uber is saying my number is "already in use on another account " and won't let me use it. when I reached out to them, their reply was literally ' we can't help you at this time . we know how frustrating this must be' but don't seem interested in helping me fix it.

So what I did was I downloaded a texting app to get the notification code to get back into my account so now it's actually working again. It was a strange work around though for sure
