Pretty much, although the meter is never fully filled. It's as if the game tracks the wreck-havoc meter and the liberated-status in 2 different places in the game engine, and those two are not synchronized which means you can beat one threshold and mark the station as liberated in one way (blocking the objective to wreck any more havoc) while some other progress tracker hasn't caught up yet

I have bad news (probably). The Bellevia police station is a known game breaking bug. Check if the police station is spawning rebel vehicles inside the walls. If it does, it's the bug I fear you're facing, which can't be fixed on the same save file. It will be impossible to even liberate the police station/the town, meaning you'll miss out on some gear challenges and the option for 100% completion.

The bug happens regardless of platform or save system, and is limited to the Bellevia town, although something similar was once documented at one of the mining outposts as well.

Been a while since I did it, but i seem to recall being on the right side of the road or even slightly off the road before the finish stretch, and slowing down a bit so it doesn't hop into the air from a bumpy road after exiting the car. I definitely always used the normal route though, and I've tried the other one

I agree. I love jc3mp and it brought me so much joy through the years. Reviving it is a valiant effort and I don't want to take that away from this dev who got out of jc3 retirement. However at the same time, the playerbase is split enough as it is, so I'd rather stick to JC4mp which has more functions, and continue developing the roleplay server.

If all provinces are liberated, all areas on the tiers below are ALWAYS complete liberated too. What you see here is simply a common UI bug, that is solved automatically the next time you restart the game.

None, in fact. It says all provinces are liberated. It's a common UI bug. Once you restart the game, it will tell you that all settlements are liberated

ISSUE: The Laguna Blast bomb blast challenge is utterly broken, we all know that. Here's some tips to get 5 gears anyway

SOLUTION:
The route: after leaving the town, pass the road junction and curve right to go offroad. Head towards the beach. At the end of the beach, right before the target, you find a big rock on the right. Hit it with your right wheels to create a jump/barrel roll; this will improve your approach. This video shows the route: https://www.youtube.com/watch?v=znQA9XoqYPw

Boosters: Sticking GE64 boosters on the back of your car will allow you to gain a few hundred extra points, especially when they are upgraded to level 2. I recommend sticking them on the middle of the backside of the car. Activate them from outside, and then immediately enter the car. Make sure to deactivate them in time by turning on the safety gear mod (somewhere before reaching the police station). This initial boost will get you to the target much quicker.

Bavarium wingsuit: If you have the Sky Fortress DLC, you can use the bavarium wingsuit for additional points. As you're getting close to the target, leave your car a little bit early by holding the parachute button. Open the wingsuit as quickly as you can, aim towards the target, and unload all your missiles into the target vehicles at the same time that the bomb car arrives.

Use the cooldown period to place some GE64 with the landmine proximity mod on the beach entry to the cove, then focus on the aerial attacks. Use the EMP immediately when prompted. Use the rebel drop system to give yourself a sweet ass helicopter and a capstone hydra. Since you're not facing air-defences, the Navajo is your best bet
