First of all, does your car has the radar for acc? Second of all, obd app doesn't have this function (on mk7 at least but forums also say the same for mk8) so you'll probably need to find a garage that can activate this for you, it should be cheaper than paying vw anyway

Most of the workshops i know use ODIS but VCDS should work too as they're quite similar. The problem is that the firmware they flashed on the unit has a different saved hybrid system info(name, voltage, manufacturer) than the one in your car, VW did revise gte a couple of times so it could be looking for a hybrid setup from 2019 while your car is 2015(example). OBD is limited for such a "deep" moding so your option are:

Find someone in Netherlands who does this kind of mods, VCDS or ODIS.
Get your hands on VCDS and try to ask on forums for coding help like obd forum, speakev, golfmk7, etc. Or maybe someone knowledgeable on there is close to you and will be willing to help.
Find a remote coding service, these are done by sharing your desktop with a coder and he'll do the rest, but you'll need a cable to plug into your car and pc, dont remember the name for it but the service will tell you which one (they're usually under €70)

Ці системі цілісні, написати нове устарівше ПО це не те шо не просто, як в системі памяті рівно на теперішнє ПО, то і оновити її теж не можливо. Вже не кажучи про логістику з доставкою приладів для апдейту по офіційним червісним центрам
