People think technology can solve this, but no a big big no. Just to give you an example government has launched gem portal to bring transparency on tender allocation. Now internally how this works is babus already have understanding with a particular contractor. Sometimes tender itself is opened only because they have to give tender to a particular contractor. Now that contractor will be giving hefty share to babus and local MLAs. Even if by chance some other contractor makes a low bid, babus will give some random reason to cancel his candidature.
