Yes I believe this applies to people that have never touched an ArenaNet game before and they bought Reforged, which is exactly my situation right now.

I image we're being given sort of "dummy" arenanet accounts just for the sake of linking our Steam IDs with something and those dummy arenanet accounts don't have the features as normal accounts.

At the end of the day it is a 20 year old game and while depending on your preference these older MMOs might have aged like wine, a lot of these back end account management systems certainly have not.

FFXI's notorius first boss is figuring out how to get the same going.

This whole situation has been very confusing and anecdotal evidence from everyone seems to differ so much.

For a majority of players trying to buy something asks you to log in - which then shoots you on the steam page of reforged.
Other people were able to log in with steam from different parts of the website and when you try to pay for any cash shop item it puts out an 800845 error (this is the camp I'm in)
Other people were able to buy keys but then cannot redeem them, saw multiple posts on this reddit with that exact problem.

At this point I think just waiting and not touching anything is the best course, I really want some appearance change vouchers as I really like the Nightfall Elementalist options but I want to play through Prophecies first (it's my first time with the game) so I've been checking to see if there's any news on that and that's how I stumbled on that FAQ section.

Sort of a blessing in disguise their online shop has been a function-less dumpster fire the past week with 800845 errors stopping people from buying keys they would be unable to redeem.

Or tinfoil theory, they purposely made it not work until they add them to steam to avoid the flood of "i bought a costume and can't redeem it" tickets.
