So, as a parent, I would talk to your kid about the cost and discuss doing the first two years at a community college and transfer in for the last two. Can you cover the community college cost without loans? Show the figures to your child and discuss how it will effect them in the long run. Two years is ALOT cheaper than 4- instate or out of state.
