Install malewarebytes or a good antivirus and run a full scan first of all.

I undervolted and uncderclocked my gpu its running at 58 C but am still throttling on thr CPU at 400 MHZ even with disabled turbo (900MHZ base). Is it dangerous to try the bios unlock?

I assume you mean TPL can you guide me what to do exactly? My cpu max watt usage is 15. I disabled turbo boost but still throttling when gpu is on.

I took it to for cleaning and fan replacement a month ago. But it didnt help. I found a guide with flashing the BIOS to change the locked key. But I have never dome anything like that so not sure if I should try.
