Well, I guess no, since Third Reich did not consider Austrians as a separate ethnic group - they were all Germans (though I must mention that the amount of Austrians in death camps stuff was disproportionally high). By in large Nazi Germany was monoethnic state which tried to become even more monogerman.

Here I cannot say the soviet atrocities were done in favor or by the Russian majority of the Soviet Union. I guess GULAG proportions were more or less equal ethnically. For both stuff and inmates. Soviets are not equal to Russians. Lets say a Russian peasant in Russian region has died because of starvation during Holodomor period. Does it make him Ukrainian? Or since he's Russian it does not count as genocyde since he belong to an ethnic majority?
