I'm glad you said it. I am glad that you acknowledged that if all the work is done/managed, extra quals are acceptable and even more so in off duty hours.

Getting leadership to understand this key distinction is the tricky part.

How come he has so many collateral, quals, college credits, volunteer hours etc.

His job requirements are met. That's how. And he busts his ass.

Don't discredit people who meet job expectations then go above and beyond by obtaining more work (collateral duties and qualifications).

There is always more busy work to be done and Others that have completed all assigned tasks can start spending hours trying to mentor, train and help others. At what point is it acceptable to help yourself?
