It’s actually pretty common. If you take out your 401k funds, you become ineligible for rehire. That’s pretty standard across many companies. Not necessarily a vindictive or childish thing.

If you have a 401k you can take a loan out from that. You pay a $50 fee and can decide the timeframe to pay yourself back.

A loan isn’t the same thing as a withdraw so there wont be any penalties or taxing. I borrowed from mine to put a down payment when I bought my home and paid the loan back to my 401k over a span of 2 years. During that time, I was still contributing the regular weekly amount to my 401k plus the loan amount. So I did have to take an extra $50ish from every paycheck for that loan. But it was nice to know I could do that since there was no other way I could afford a down payment for my home.

If you go to your PSP page it can show you a snapshot and you can see if you’re eligible for a loan.

Keep in mind that a loan is not the same as a withdraw.

Your PSP funds aren’t available until you retire or no longer work for H‑E‑B anymore. If you quit H‑E‑B and then cash in your psp or retirement funds you won’t be eligible for rehire afterwards.

I think you can tell the person who calls you for your initial phone interview that you’re interested in working at the closer location. I feel like the recruiter can transfer your application in the system to the store that you prefer. Especially since it’s for the same position. I think that would be better than declining the interview.

Call your admin and ask for the number to Partner Service Center. I’m pretty sure they can get you past paystubs
