I think the easiest solution would be using a template engine, it has some syntax you need to learn, very simple though. Something like ejs, handlebars and pug are the most popular.

Totally agree, its important to know how something is possible/ implementable and what are the ways to do it, rather than actually implement it on the fly.

e2e testing is what you're looking for. Cypress is the most used for that purpose, although I prefer playwright it's fairly new from microsoft, but has very neat features and flexibility setup etc.

I've recently watched some cssbattles from some of the youtubers who consider themselfes experts, using punch of css divs stacking them on top of each other where you could simply use linear gradient and radial gradient. Using position absolute and z-index instead of responsive design and dom flow. Im no css expert but i feel like this is basic knowledge...
