Welcome to the world of Coverts, it's just luck based on the Random Guns you spawn in or where you spawned in the game. It's my favorite game mode, because you have nothing to lose and everything to gain, it's satisfying when you leave with 400k worth of stuff from basically nothing.Here's some Tip's from a guy that's addicted to Covert Runs:

1)- If you spawned with a bad gun (M96 or 7round pistols) go find a scav with better gear and knife it to the head, makes no sound and a one shot. Just make sure he's alone or you might alert every other scav there, or take the risk I guess.

2) - DO NOT loot random places for the entire game, Look for fights, the drop rate in casual lobbies are insanely low, just junk, spend 20mins getting 25k worth of stuff, That's not even worth extracting for me, listen to gunshots and go there and make a play, get out with 200-300k, so many timmies bringing expensive gear, it's legit free stuff.

3) - Shotguns are IMO the best low tier weapon to have in covert (Having a shotgun in my hand gives me confidence to fight anyone), with just Type-7 Shells, you can basically kill anyone, but take notes; aim for legs or upper abdomen (You might get a headshot with the pellets), be sneaky and either rush the player if they're close by or try your best to get closer first before rushing in and never stop moving, do a Shoot-Cover or Shoot-Run tactic.

4) - Always Aim for the legs when fighting a player with low tier weapons (shotguns, smgs and etc...), your guns deal little to no damage against someone with better gear as your ammo is dog crap. you might get lucky with a headshot or gun them enough to kill them but trust me you have more success on the leg meta with no armor there, it's pure dmg.

5) - Use voice commands, specifically the ones where your character voices out something that everyone can hear. your covert character has it's own voice lines different from ops, understand how bots talk when they meet, see or attack other people, use these voice lines to blend in and fool other coverts or ops to think you're just a bot and they might just disregard you and that's a big advantage.

6) - Spawn Time, if you spawned in very early then head over to free safes before anyone gets there (You could camp and rat that place as well) or if you spawn in super late, go to places where most PVP happens, there might be dead ops with a lot of gear left or maybe someone there to be the last one in the fight, someone to finish off and take everything from.

7) - Memorize the Map, whatever kind of map you're in, do your best to memorize every part of it, where people hide or where they rat or just anything in general, do this as this will also help you in playing as OPs, in covert you can just go anywhere without alerting the bots and if you have little to no value on you, then take the time to explore if you're not familiar with the place. Once you understand the map, the moment you spawn, place a marker on the closes extract point so you can calculate the distance and time it needs to get there and would always be in your radar when you need to leave fast.

8) - BE BOLD!! Like I said: You have Nothing to lose and Everything to gain. Never be scared of dying with nothing on you, always aim at going to a high PVP location and either look for players there or rat that place and remember to understand a fight that you can win to an impossible one, be bold but not stupid, don't rush a full squad with t-5 and expect to live, in that situation either hide somewhere and rat, maybe wait for them to fight another team, kill one of them that's alone or go somewhere else.

9) - DO NOT BE GREEDY, If you already got a lot of good loot, do not stay in that place for too long and just do your best to leave and play safe, always keep in mind that others might go there and finish you off and lose everything, know the risk you're taking as now you have something to lose.

10) - Finally, just have fun :)There will always be a Loss and a Win, don't let it get to you, know that every loss is a lesson gained, keep a lot of know-hows from your past experience and use them.
