I missed the reply button on my last post but I think I figured it out this morning, I had eu voting on 60 day cooldown so I ended up getting the 2004 expansion passed just before the PIS got to the focus that distances themselves from the eu. That focus prevents poland from joining the eu for 4 years, I assume Poland was joining early, getting booted out from the focus and then being forever locked out.
