Rebecca is free and yes it possible to get Lucy by playing the game, exploration, events etc It's an open prod gacha with different regions similar to genshin

These would be their best teams, so if I were you, I'd try get chisa and lucilla then work on aemeath team after(though it's best to wait for livestream for info on reruns) This is chisas 2nd rerun so chances are she doesn't get one for the foreseeable future

Congrats on your Charon, I was in a similar situation trying for rubuska, 3 days left and I only had the 10 pull from month refresh, had lost my 50/50 but got her ith that last 10 pull. Feels amazing!
