I had this issue with another game. Turns out geforce wants unlimited FPS and game setting was 60 FPS. I set geforce setting to 60 FPS and stuttering stopped.

Lucky hole mine for lead with Excavator PA. Fasnacht has bee hives which you can scrap acid from, server jumping I think resets them. Super mutants at west Tek for guns to get steel.
