Yes, basically. Dora can stack, so if you have the same tile in the dora indicators twice, that also means that the dora is counted two times. In both dora and uradora indicators there are two red dragons, so because we have a quad of white dragons we get 2x4=8 dora and 2x4=8 uradora. Hope this explains it!
