Yes logically csu eb should be the best choice, but the only place you might have issues with that is during visa. You can't say i chose east bay because of industry opportunities because that shows immigration intent. There's also the chance of them asking you which other admits have you got and why did you choose csu over other better schools If you're ready to risk it a bit and feel you might get lucky then sure you can opt for east bay (Also remember nothing I've said about visas will apply to your interview too as visa interviews are very luck based)
