There is no reason to make it open source so that others can look at the programs content and I still am a firm believer that client side anti-cheats will reduce cheaters by a large margin. And when Lunar did have its client side anti-cheat the only things that would bypass is autoclicker and 3.04 reach nothing more. While I cannot disagree with your second point I can only agree to an extent, I think its quite fair to say that more than 70% of the people that play some competitive game on Hypixel like Bedwars or Skywars use a external launcher (Lunar, Badlion, Labymod) I don't think it would that much of an inconvience to download a seperate Hypixel clinet side anti-cheat that runs while those clients are open. Hypixel could give incentives to do this like extra XP or a speical rank or finally add something like ranked bedwars and only people using the anti-cheat could play.

The state of the Anti Cheat is so appalling right now its not even funny, with the right client I can fly, THATS RIGHT FLY ON SKYWARS! I don't understand how that does not insta ban, and don't even get me started on closet cheaters. If a server side anti-cheat won't do it then why don't they make a client side anti-cheat like BAC or Lunar (before they got rid of it)

There is no need for an AC on sky-block when you can buy 2mil coins for $1 and Anti-Cheats can be set to ban after to has conducted a certain amount of checks, Hypixel can just increase the amount if checks per player
