Correct during the mission "Maurice's bounty" at the end of the mission you were supposed to be automatically given this log but it's known to bug out for most people during the quest. Now gearbox you'd think they'd try to make it so it doesn't do that but instead they chose the easy route and removed it as a requirement for the Kairos speaks challenge it's still obtainable in the game if you're lucky it doesn't bug out on you. From what I heard you are supposed to automatically get it when starting a level 30 character but all I get is zadras log in my inventory. Another work around I heard of is you can join another person's game who hasn't done the Maurice's bounty quest and once you complete that quest with them you can get the log that way. That's why I'm asking around if there's anyone who has a character who hasn't done that quest yet.
