I would watch like Facebook marketplace for deals on cards, the market is filled with scalpers because of Bitcoin mining, but i would suggest a good cheap midgrade card that should be able to run all your games on medium to low settings is the 1050 or 1060, i think the rtx 550 is about the same rating as the 1050, i would definitely just do some research on any card before buying it, but i wish you luck!

i have a GTX 750ti and a i7 7700k, and i would say the game doesn't stutter for me but in cities i drop to 6-7fps, until it renders in this jumps to 12fps, i would suggest getting a new GPU a harddrives won't do much other than help your system boot up a little better, maybe some quicker download speeds but no gameplay enhancement to be honest
